In accordance with Executive Order No. 773 dated January 5, 2009 and DILG Memorandum Circular No. 2019-143 dated August 27, 2019, the Regional Peace and Order Council (RPOC) of Region XIII (Caraga) conducted its fourth and last quarter meeting for Calendar Year 2022 on November 10, 2022 at Dottie’s Place Hotel, J.C. Aquino Avenue, Butuan City.  DILG Caraga Regional Director Lilibeth A. Famacion, CESO III being the RPOC Head Secretariat presided the meeting due to pending issuance of the appointments of the RPOC Chairperson and Vice-Chairpersons from President Ferdinand R. Marcos, Jr.. The introduction of the new PNP Caraga Regional Director, PBGEN Pablo G Labra II formed part the activity.

Among the agenda tackled were PNP Report for Special Action Committee on Anti-Criminality: Accomplishments and Updates on the Peace and Order Situation of the Region for the period covered January-October 2022 by PBGEN Pablo G Labra II; AFP Report for Special Action Committee on Anti-Insurgency: Accomplishments and Operational Updates for the period covered January-October 2022 by MGEN Wilbur C Mamawag; Ways forward for the Caraga Roadmap for Peace given by GIZ-SPADe Principal Advisor Peter Hinn; and DILG MC No. 2022-123 entitled “Guidelines for the Appointment of CSO Representatives to the Peace and Order Council and Approval for Security Clearance” was presented by DILG RD Lilibeth A. Famacion, CESO III. The RPOC Head Secretariat also rendered to the body the RPOC XIII Accomplishment Report and the status of RPOC XIII fund contribution.

The activity concluded with a tribute to the outgoing Caraga RPOC Head Secretariat and DILG Caraga Regional Lilibeth A. Famacion, CESO III for her outstanding service and contribution to the Council and to Caraga Region for almost 13 years. Governor Santiago B. Cane, Jr. of the Province of Agusan del Sur moved to commend the outgoing DILG and PNP Regional Directors for their invaluable contributions to RPOC and to the Caraganons. In response, RD Famacion thanked all the members of the RPOC for all their love, cooperation and support to her and to operations of the Council. “Thank you kaayo sa inyong tanan og dili mo nako malimtan”, RD Famacion said.
