The Municipality of Cagwait, and the Balay Mindanaw Foundation Inc. (BMFI) has engaged into a partnership dubbed as PARTNER LG which stands for Participatory, Accountable, Responsive, Transparent, Nurturing Effective, Efficient Rule of Law-Governance. This is a process to include Civil Society Organizations (CSOs) in the budget cycle and enhance local planning. Series of activities were spearheaded last year to capacitate CSOs on their roles for transparent and accountable governance. In support to this, BMFI through the DILG Participation Fund has outlined several activities for the development of CSOs in Cagwait and eventually the institutionalization of the Four Cs or Cagwait Constituent Citizens Council.


Recently, a Budget Tracking Training has been conducted at La Entrada, Britania, San Agustin, Surigao del Sur to equip and enhance selected CSOs from the municipality with other participants from Lianga sufficient knowledge and the basic skills needed to continue doing actual budget work. Mr. Joseph Porgatorio DILG-SdS Cluster Head discussed the legal bases for CSOs, their roles and functions in the local special Bodies. On the other hand, Mr. Paul Abarca of DBM Regional Office presented the Local Planning and Budgeting. Participants were also made to view a clip on Social Audit which emphasized the major steps that include (a) gathering the records, (b) training the community, (c)  educating and mobilizing the public, (d) inspecting projects sites and (e)Public hearing.  Finally, the highlight of the activity was the actual use of Tools for Budget Tracking such as the Seal of Good Housekeeping Validation tool and Citizen’s Scorecard in the Municipality of Lianga. It provided participants opportunity to utilize LGU documents and appreciate the government’s effort in promoting participative and transparent governance.
