The Regional Poverty Reduction Action Team (RPRAT 13) headed by the Department of the Interior and Local Government (DILG) conducted a series of one-day orientation-workshops on the Monitoring and Evaluation Tool for the 2013 Bottom-Up Planning and Budgeting (BUB) of Local Government Units of Surigao del Norte, Surigao del Sur, Agusan del Sur, Agusan del Sur and the Province of Dinagat Islands on August 20, 22, 23, 27 and 28, respectively, at Almont Inland Resort Hotel, Butuan City.
Each group is comprised of City and Municipal Local Government Operations Officers (C/MLGOO) of the DILG; City and Municipal Budget Officers; City and Municipal Planning and Development Coordinators; representatives of Civil Society Organizations (CSOs); and the RPRAT members.
The RPRAT is the group that shall provide support and guidance to LGUs throughout the BUB process and monitor the implementation of the BUB Projects. It is composed of the regional directors of the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), Department of Social Welfare and Development (DSWD), Department of Health (DOH), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), Department of Education (DepEd), Department of Labor and Employment (DOLE), Department of Trade and Industry (DTI), Department of Tourism (DOT), Technical Education and Skills Development Authority (TESDA), and National Economic and Development Authority (NEDA); representatives from the Department of Energy (DOE), and the National Electrification Administration (NEA); and a CSO representative per province as identified by the National Anti-Poverty Commission (NAPC).
The LGUs that participated are those with BUB projects lined up for implementing year 2013.
The mainland LGUs of Surigao del Norte were first to undergo the orientation-workshop on August 20, 2013 and were comprised of Claver, Gigacuit, Mainit, Malimono, Placer, Taganaan, Tubod and Surigao City.
Surigao del Sur LGUs were Barobo, Hinatuan, Tagbina, Tago, San Miguel, Bislig City, Lingig, Marihatag, San Agustin and Lianga. Theirs was conducted August 22.
Agusan del Sur LGUs were Prosperidad, Esperanza, Bayugan City, San Luis, Bunawan, Veruela, Loreto and La Paz. They followed suit on August 23.
The LGUs from the Province of Dinagat Islands and the Siargao LGUs of Surigao del Norte were next on August 27. They were Basilisa, Libjo, Cagdianao, San Jose, Dinagat, Socorro, Pilar, Dapa, Del Carmen and Gen. Luna.
Last to conduct the activity was the Agusan del Norte group comprised of Santiago, Tubay, Las Nieves, Cabadbaran City, Kitcharao, Jabonga, Buenvaista, Carmen and Butuan City. It was conducted on August 28.
In each of the orientation-workshops, they discussed the Project Development Cycle; Monitoring and Evaluation; the BUB Monitoring Tool and some workshops and coaching sessions.
BUB is the approach of government wherein budgets of agencies are formulated taking into consideration the development needs of poor cities/municipalities as identified by their respective Local Poverty Reduction Action Plans (LPRAP) which in turn are formulated with strong participation of basic sectors and civil society organizations.
