Last February 11, 2014, The Regional Poverty Reduction Team (RPRAT) continued their LPRAP validation. This time the team went to Surigao City to validate the Local Poverty Reduction Project (LPRAT) of Surigao del Norte Province and at the same time to discuss the Seal of Good Local Governance, a scaled up program for Seal of Good Housekeeping. The event was held at the Surigao City Cultural Center.

The Mayor of Surigao City who was ably represented by the City’s Public Attorney was there together with the President of the League of Municipalities in the Philippines Province of Surigao Del Norte Hon. Sheila Cebedo, DILG Provincial Director John Reyl L. Mosquito and the DILG Regional Director Lilibeth Famacion seated at the head table.

The event started at 9:30 AM. PD Mosquito Gave his opening remarks followed by the reading of the Message of the City Mayor. RD Famacion also gave her message to everyone encouraging all to be a part of the improvement and development of the Province.

The Grassroot Participatory Budgeting (GPB) Regional Focal Person LGOO VI Jocelyn Jayoma gave the introduction about the validation and gave a run through of the checklist of the proposed projects and answered questions that were raised. The different agencies who are part of the RPRAT also answered and clarified questions that were raised about projects addressed to their agencies.

After the discussion, Ms. Jayoma presented the Seal of Good Local Governance (SGLG) and highlighted the areas to be given action and priority in order to qualify the said program. Thereafter, the SGH 2012 were awarded to the different municipalities of the Province for complying with the set criteria for the SGH in F.Y. 2012. The recepients were: Surigao City, Bacuag, Alegria, Claver, Gigaquit, Mainit,Malimono, Placer, San Francisco, Sison, Tagana-an, Tubod, Burgos, Dapa, Del Carmen, General Luna, Pilar, San Benito, San Isidro, Santa Monica, Socorro.

Some municipalities including Mainit, Bacuag, San Francisco and Gigaquit were given one million Checks for their 2013 Performance CHallenge Fund projects. RD Famacion handed the checks to the mayors assisted by PD Mosquito and Mayor Cebedo.

This would be the last round of the SGH award because from this year onward, SGLG will be implemented. (Eirene C. Mahusay, DILG XIII)
