On February 11, 2014 at 2:00 PM, the RPRAT conducted a validation on the LPRAP of the Province of Dinagat Island and the Orientation of the Seal of Good Local Governance at Surigao City Cultural Center.

The seven Municipalities were represented by the Mayors CSOs and other staff. The Provincial Vice Governor of Dinagat Island Hon. Benglen Ecleo was also there to support the team together with the DILG Provincial Director Domingo Bulabog and the DILG 13 Regional Director Lilibeth A. Famacion.

Vice Gov. Ecleo gave a message expressing his joy about the Grassroots Participatory Budgeting (GPB) as he firmly believe that, as a new born province this program would greatly help them establish their vision for the province. After the message of the Vice Governor, RD Famcion expressed her message and congratulations to the province for all of their municipalities will be a recipient of the Seal of Good Housekeeping 2012 and will each receive a check worth P1, 000,000.00 from the Performance Challenge Fund (PCF).

The next part of the program was the formal discussion and checking of the LPRAP submitted by the province to the region. GPB Regional Focal Person LGOO VI Jocelyn Jayoma gave a brief introduction about the flow of the activity and reviewed the important things to consider in preparing their LPRAP. Then, the GPB Regional Consultant Mr. Henry Saavedra Took over to deliberate the proposal of the different municipalities. The queries of the participants were answered by the concerned agency representatives who are members of the RPRAT.

After the interactive discussion of the LPRAP, Ms. Jayoma discussed the Seal of Good Local Governance (SGLG) program. She enumerated the core areas and other sub areas to be given priority to qualify the said program. Then, the awarding of SGH 2012  followed which was facilitated by RD Famacion, assisted by the PD Bulabog and Vice Gov. Ecleo.

This would be the last round of the SGH award, because this year onward, SGLG will be implemented.

All seven PDI municipalities were handed  their 2012 SGH awards and their checks worth one million, to wit: Basilisa, Cagdianao, Dinagat, Libjo, Loreto, Tubajon and San Jose. (Eirene C. Mahusay, DILG XIII)
