The Department of the Interior and Local Government (DILG) Region XIII with the support from the Local Government Academy (LGA) has conducted an Orientation-Workshop on Regulatory Simplification for Local Governments (RS4LG) for the cities of Butuan, Surigao and Bislig on April 3-4, 2014 at Pietro’s Square, Capitol Road, Butuan City.

The 3 cities are the pilots for the RS4LG program which has only been started by the DILG this year. The participants were the Mayors or their Administrators, Business Permit and Licensing Officers (BPLOs), Heads of the Office of the Building Official or the City Engineering Office, City Treasurer’s Office and City Health Office of these 3 cities.

The orientation-workshop is in line with the Department’s thrust for building Business-Friendly and Competitive Local Government Units (LGUs). As such, the activity aimed to enhance the business climate of the LGUs and to achieve regulatory simplification of the business processes by making them simple and efficient through systemic and structural reforms. Specifically, the participants were able to get a grasp of the concept of regulatory simplification; understand and distinguish its phases (i.e. preliminary, diagnosis, design, implementation, monitoring and evaluation, and lessons learned sharing) and prepare an Action Plan for the program in each of their cities.
