Official appointments coming from the National Peace and Order Council (NPOC) Chair SILG Mar Roxas as approved by the President of the Republic of the Philippines were pronounced and handed to Butuan City Mayor Ferdinand M. Amante, Jr., and Philippine National Police (PNP) – Caraga Regional Director PCSupt. Dominador E.Aquino as Chairman and Vice-Chairman, respectively, of the Regional Peace and Order Council (RPOC) - Caraga Region during their regular meeting last July 23, 2014, Wednesday, at Dottie’s Place Hotel and Restaurant, J.C. Aquino Avenue, Butuan City.
The appointment were effective May 19, 2014 and lasts until the term of the chair ends in accordance with Executive Order No. 773 dated January 5, 2009 entitled: Further Reorganizing the Peace and Order Council.
The announcement and distribution of the appointments of RPOC Chairman and Vice-Chairman from the Philippine President was the highlight of the meeting. The pronouncement was delivered by RD Lilibeth A. Famacion, CESO IV, DILG-XIII Regional Director and Head RPOC Secretariat. RD Famacion also read the letter from Secretary Mar Roxas of DILG underscoring the importance of the role of RPOC Chairman in the maintenance and preservation of peace and order and public safety in the region. In the letter, SILG Roxas extended his congratulations and support to Mayor Amante and RD Aquino and that he hoped for the best to come on their future endeavors.
Another significant agendum in the meeting was the presentation and discussion of the proposed Security Protocol for PAMANA Implementing Partners in Caraga Region. It was presented by Mr. Oliver M. Binancilan, Area Manager of the Office of the Presidential Adviser on the Peace Process (OPAPP). The proposed protocol was duly adopted by the RPOC. The discussion on the Comprehensive Local Integration Program (CLIP) for Rebel Returnees followed. It is a government program that aimed at achieving permanent and peaceful closure of all armed-conflict with non-state group. The details of the program were presented by Ms. Magdalena Barrios, representative of National Police Commission (NAPOLCOM)-Caraga and Mr. Luth Edmund Apresto of the Department of the Interior and Local Government (DILG)-Caraga.
The activity was concluded with the distribution of portraits of the winning Balangay entry of the DILG family (i.e. PNP, NAPOLCOM, Bureau of Fire, Bureau of Jail Management and Penalogy) to their respective heads of offices for their support in the conceptualization and construction of the DILG-Caraga float which bagged the prize for the Best Thematic Float during the inter-agency Balangay Theater Float Parade Competition during the May 19, 2014 Balangay Festival of Butuan City.
