The Department of the Interior and Local Government (DILG) Region 13, in order to increase the participation of the community, especially the grassroots in its flagship anti-poverty projects and activities, has conducted a Press Conference on October 8, 2014 at Pietros Square, Butuan City.
Anchored on the theme: “Katawhan, Pakiglambigit Alang sa Kalambuan” the Press Conference centers on amplifying and encouraging the widest participation of the different sectors, such as the Civil Society Organizations (CSOs), private sectors, inter-faith based organizations and local governments on the Grassroots Participatory Budgeting Process (GPBP), Ugnayan ng Barangay at Simbahan (UBAS), and the upcoming conduct of the synchronized Barangay Assembly this October 12, 2014.
DILG Regional Director Lilibeth A. Famacion emphasized the grassroots participation in the GPBP since this is one of the government’s measure of ensuring that the government’s money is spent for the benefit of the poor and thus minimize corruption in the national and local level since the community will identify the projects necessary for their development.
Members of the panel include Mr. Richard Villacorte, Asst. Project Manager of the GPBP Project Management Office of DILG Central Office; Mr. Ricky L. Sanchez, Asst. Regional Director of the Department of Budget and Management (DBM) – Caraga; and Atty. Allen M. Gasulas, Legal Officer of DILG 13.
Various media personalities attended the Press Conference and issues were raised as to the mandate of conducting the synchronized Barangay Assembly with the attendance of inter-faith based organizations in line with the UBAS Project. More importantly, Mr. Villacorte and ARD Sanchez discussed in detail the GPBP process including the budget allocated for the region this year and in the coming year. (LGOO II Florian Fiath Jr. P.
