PR2015-02Barangay San Vicente of Butuan City made it again to the top 3 highly urbanized barangays in the Philippines that demonstrates exemplary performance in settling disputes at the grassroots level.

This is after the performance and accomplishments of the Lupong Tagapamayapa of San Vicente were evaluated by composite committees organized at the city and regional levels on the basis of a) efficiency of operations; b) effectiveness in securing the Katarungang Pambarangay objectives and c) creativity and resourcefulness of mediators.

The Katarungang Pambarangay, or Barangay Justice System is an extra-governmental mechanism aimed at perpetuating the time-honored tradition of amicably settling interpersonal disputes in a community without recourse to the formal legal system or confrontational social behavior.

The central feature of the system is the Lupong Tagapamayapa, a community-based conflict resolution effort that is highly supportive of the notions of social ordering and human development. While the speedy administration of justice is the immediate concern of the Katarungang Pambarangay, of equal importance also is leadership building and community empowerment as the resultant effects of institutionalizing the system.

Being the Regional Awardee, Barangay San Vicente qualified for the national level and was shortlisted for the top performing Lupong Tagapamayapa from among the 42,028 barangays in the Philippines.

On January 22, 2015, San Vicente Lupong Tagapamayapa’s performance and accomplishments will be validated by the National Board of Judges chaired by Justice Bernardo Abesamis with Dir. Myrna Medina of National Police Commission, Asst. State Prosecutors Marmarie Satin-Vivas and Josie Christina Dugay of the Department of Justice, Ms. Maria Emelinda Aguilar of Bureau of Local Government Supervision of the Department of the Interior and Local Government.
It can be recalled that Barangay San Vicente is the reigning Lupong Tagapamayapa Incentive Awards (LTIA) grand winner of the highly urbanized category for the last two years since 2012. With this development, San Vicente has the chance of garnering the grand slam for winning the same award in three consecutive years.

Lilibeth Famacion of DILG Caraga appreciate and recognize the effort of the Lupon members that despite the devastation brought by several weather disturbances affecting Butuan City, Barangay San Vicente stands out of their performance on conflict resolution. “ Two thumbs up for Punong Barangay Raul Carampatana for leading the pool of performers in the barangay “ Famacion said.
