The LGU PFM 2 Project is a four-year European Union (EU) funded project being implemented by the DBM in partnership with the DILG, DOF-BLGF and NEDA. The project, which is supported by an EU grant of 8 Million Euros (approximately 424 Million Pesos), seeks to contribute to the achievement of the Millennium Development Goals (MDGs) and poverty reduction in the Philippines, in line with the 2011-2016 Philippine Development Plan. It envisions on enhancing the capacity of local government units (LGUs) in revenue generation and expenditure management through capacity development of oversight agencies and LGUs themselves. The project implementation is within the 16 target LGUs throughout the country and for Caraga Region its focus LGU is the Province of Surigao del Norte. Moreover, 8 foundation courses are given by the lead agency (DBM) to strengthen the capacity of the oversight agencies in carrying out their roles and functions towards the project.
A two-day roll-out activity starts with a MOA signing graced by the presence of Surigao del Norte Provincial Governor Sol F. Matugas, DBM Regional Director Achilles Gerard C. Bravo, DILG Regional Director Lilibeth A. Famacion, DOF-BLGF Regional Director Carmelane G. Tugas and NEDA Assistant Regional Director Roy B. Kantuna. Gov. Matugas said in her message that they are thankful to have such project in their province. The activity follows with an Orientation-Seminar on the Understanding the LGU PFM Reforms and Actual Validation of the PFM Reassessment Result that aims to gain a shared understanding and appreciation of the PFM Reform Roadmap as well as on the structures, roles and approaches for the Inter-Agency bodies at national and local levels to move such reform of the LGU PFM 2 Project. It has been successfully conducted and facilitated by the members of RIAT-Caraga Region.
A continuing activity is scheduled on May 4-6, 2015 in Surigao City entitled: “Operationalizing the LGU PFM Reform through the Public Financial Management Improvement Plans (PFMIPs) and Designing/Scoping the LGU PFM Reform” to finalize the enhancement of the PFMIP and crafting of the Change Management Plan of the Province of Surigao del Norte.
