In order to attain its vision of becoming the Premier Forest City of the country, a safe community is a prime element that has to be ensured.
Inspired by the success of Davao City, Butuan City embarked on a project to establish the Information Center for Assistance, Rescue and Unified Services (ICA RUS).
As a project, ICARUS is composed of a cross sector group with all potential partners in the city such as health, social services, urban planning and building, fire brigade, police, armed forces, public works, and traffic safety that collaborates and pool in resources and expertise to make sure city is safe and secure.
The ICARUS System offers to the public a communication application that will enable the user to connect using their cellular phones (call or text), landline or radio communication to the command center, and report on-time accident and other life threatening situation. The system uses the latest mapping technology capable of tracking registered "apps" subscriber provided by Pureforce. The operators at the Command center will activate the partners who will directly respond to specific need as identified and a quick-response team will be mobilized to respond.
Situated at the rooftop of the city hall building, the command center is manned by operators and partner representatives trained in security and rescue technology.
So on July 2, 2015, the City Government of Butuan launched Project ICARUS and its command center with a program attended by National Government Agencies, City Government Functionaries and the Media. The launching and ribbon cutting headed by City Mayor Ferdinand M. Amante, Jr, M.D. and Vice Mayor Angelo S. Calo was graced with the presence of Hon. Mel Senen S. Sarmiento, Congressman, 1st District. Western Samar; Ms. Anna Lea Morales representing Atty. Francis Tolentino, Chairman, MMDA and Ms. Lilibeth A. Famacion, CESO III representing SILG Mar Roxas.
