The Department of the Interior and Local Government (DILG) XIII - Caraga conducted a Roll-out Training to Local Training Teams for Provincial and Highly-Urbanized City (HUC) in the region on Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC)+ on November 16-17, 2022 at Dottie's Place Hotel and Restaurant, Butuan City.

SICAP - BADAC+ is part of the effort of DILG Regional Office XIII - Caraga in providing capacity development interventions to Barangay Anti-Drug Abuse Councils (BADACs) guided by integrated approaches employed by the national government in its campaign against illegal drugs pursuant to the Philippine Anti-Drug Strategy (PADS).

In 2023, the provincial and HUC training teams trained in this roll-out, which include the DILG provincial, city and municipal field officers, will cascade the SICAP-BADAC+ Training to the city, municipal and barangay ant-drug abuse councils in the region.        
          The Roll-out Training covers the following topics:

1. Regional Performance of Barangay Anti-Drug Abuse Councils (BADACs);
2. Drug Prevention and Control: Sustaining the Implementation of Barangay Drug Clearing Program (BDCP);
3. Anti-illegal Drugs Operatiosn through Reinformcement and Education (ADORE);
4. Sustaining Anti-Illegal Drug Campaign: YAKAP Bayan Program and Implementation of Drug-Free Workplace; and
5. CSO Intervention in Rehabilitation and Reintegration Programs.

The SICAP-BADAC+ Regional Training Teamwho conducted the regional roll-out are the regional representatives coming from DILG, Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Department of Education (DepEd), Department of Health (DoH), Department of Social Welfare and Development (DSWD), and Civil Society Organizations (CSOs).

Now on the second year of the SICAP-BADAC Training with a plus (+), dubbed as SICAP-BADAC+ as this has started last year 2021, this year’s training is a scaled-up level of training for our BADACs to fulfill their role in the prevention and suppression of illegal drugs in our barangays with the partnership of our law enforcement agencies in the fight against illegal drugs.
